Financial Penalties

The Mining Local Content Statutory Instrument, as summarised in the 2025 Mining Report, provides for penalties starting at 1 million penalty units for serious breaches, with additional daily fines where non‑compliance continues.

Regulatory Sanctions

Under the Preference for Zambian Goods and Services framework, persistent failure to submit local procurement plans or reports may trigger sanctions or regulatory action against the mining right, including suspension or, in extreme cases, cancellation.

Reputational & ESG Risk
